Resolves:
1. That all projects undertaken through joint international cooperation between multilateral organisms and COICA and their member organizations should take into account the demands of the AIA, as well as their plans and resolutions.
2. That COICA continue with the Program of Academic and Scientific Formation (FAC) with 18 Master’s students, that it will consider the graduates of the first and second promotion of the graduate program, and of other professionals; and that it incorporate into the curriculum the texts written and published by COICA.
3. That COICA ratifies, completes and respects the decisions and precedents set by its Statute, Congresses, and resolutions of the Council of Coordination and Directive;
4. That public and private institutions, the Cooperating organizations and others, respect the decisions made by the governing body of COICA;
5. That the Amazon Alliance, from this point on, include a Co-director named by COICA, Mr. Arlen Ribeira; and that Mr. Ribeira will assume his post after 30 days, taking over the duties of the current Co-director, who was named by the NGOs and who has acted in a manner contrary to the principles of COICA.
6. That COICA ratifies the declaration of PUXIRUM of Arts and Indigenous Knowledge, promulgated in Porto Alegre on 31 January 2005, which demands that Governments immediately cease to support activities that result in an invasion of our territories;
7. That OXFAM-AMERICA transfer the administration of the Trusteeship Fund (USD $800,000) to COICA within the next 30 days. Also, that OXFAM immediately transfer the accumulated interest of USD $150.000, to the amount to be paid to COICA, according to the agreements reached at its sessions of October 2004.
8. That the campaign to collect on the trusteeship fund will begin immediately.
9. That COICA has a continuous and permanent space to pursue its goals in the following international organizations: UN, OAS, OTCA, INDIGENOUS FUND, WORLD BANK, IDB, OMPI.
10. That COICA and their organizations members participate in programs related to the preservation of natural resources and others that form the base of our political orientations and institutional decisions.
11. That the Kuamote Prize will be carried out at the second convocation;
12. That the house located on Luis de Bethooven and Captain Rafael Ramos streets, of the city of Quito, property of COICA, is property of the Organization, and therefore will not be sold.
13. Since the Statute of COICA, does not allow relationships between Government Council officials and organization members, it was decided that the representation of CONFENAE is suspended for 45 days or until it solves its internal conflict.
14. That the Coordinator for the Area of Economic Cooperation, Mr. Cesar Andy, will continue to be a member of the directive Council from his base organization, along with the other members.
15. That the VII Congress of COICA, will be held in French Guyana - Awala - Yalimapo, from the 20-25 June 2005.
16. That the Coordinator of Sociocultural and Educational human rights, Mrs. Josien TOKOE, take charge of the administrations from the Central office, to organize the VII Congress of COICA.
17. That the appointment of the representatives of COICA before the different institutions is the duty of the Directive Council, and that its decision will be ratified by the Council of Coordination.
18. All statements contrary to the present resolution, are without effect.
