The Leaders of the Indigenous Organizations Members of COICA, gathered in the XXI Coordination Board of COICA – CCC and XXVI Directive Board of COICA – CDC accomplished in the City of Quito, in the of the 28 and 29 of February 2008.

Coordination agreements and Resolutions of the Indigenous Organizations of the Amazon Basin -COICA

 

Quito , 29 of February 2008.

After a series of deliberations among Presidents and Territories Leaders of the following organizations members: AIDESEP- Perú; OPIAC-COLOMBIA COIAB- Brazil; CONFENAE- Ecuator; ORPIA-VENEZUELA; OIS- Suriname; CIDOB-BOLIVIA and with justified absenceof APA - Guyana; And, FOAG- French Guiana were deliberated the next resolutions:

1.- STRENGTHEN THE UNIT OF THE ORGANIZATIONS MEMBERS OF COICA

1.1 To seek the unit and CONFENIAE's institutional invigoration and OIS, the delegates members of COICA, suggest:

A.- To accomplish an Extraordinary Congress inviting the Presidents of CONFENIAE with COICA's Accompaniment in a period of 60 days with previous dialog with the directions on the process that follows.

B.- The General Coordinator of COICA will visit in a period 60 day with previous invitation sent by both presidents of OIS to seek the best invigoration organizative option and to treat about IIRSA's themes.

2.- FORUM PERMANENT FOR THE INDIGENOUS MATTERS OF THE UNITED NATIONS

We approve COICA's participation in the VII Session of Forum Permanent for Indigenous Matters that will be led in New York , on April, 21 to 2 of May 2008.

Participants: Saúl Puerta Peña (AIDESEP) – Perú; Marcos de Oliveira y Sebastiao Manchineri -(COIAB) - Brazil; Jorge Furagaro (OPIAC) - Colombia; Adolfo Chávez (CIDOB) - Bolivia; APA- Guyana; Egberto Tabo y Rosa Alvarado (COICA).

3.- AAZON ALLIANCE – AMAZONIAN FORUM

Amazon alliance- AA, it will be technical representation and not representation of the indigenous peoples. There will be organized Amazonian Forums every two years, and front to them, COICA decides:

A.- COICA, it will lead and it will summon to all Amazonian Forums;

B.- 3 y 4 of may, Directive Board and 5 to 9 of May Amazonian Forum.

4.- IIRSA

A.- Decide to get information and to take joint actions with regard to Infrastructure Initiative for South America - IIRSA., to defend the rights of the indigenous peoples.

B.- Accomplish meetings for countries.

C.- Seek new compensations of technical and financial support.

D.- It will be designated a responsible person in each organization to continue to the IIRSA's theme.

Schedule of execution: Perú , Brazil , Colombia , Bolivia , Suriname , Guiana , Venezuela , French Guiana ; And, Equator (Will initiate starting from April and will conclude in August 2008)

5.- TRUST FUND

A.- That the COMMITTEE ADVISER meets in a period of thirty days for immediate transfer of the interests of the Trust Fund, directly to COICA.;

B.- The resource will be transferred in a period of 6 months, with previous consultancy on the administration of the fund by COICA.

6.- INDIGENOUS FUND

COICA will coordinate with CICA y CAOI, the beginning of an actions knowledge and segment process of the Fund for Latin America Indigenous Peoples Development and Caribbean – Indigenous Fund.

7.- CONFERENCE OF THE PARTS- COP9

COICA decides to take part in the Conference of the Parts –COP9 with two delegates for each organization member of COICA, organized by the United Nations with representatives' State and Governments participation that will have place in Germany , on May 2008. The leaders pledge to send candidates' name in a week.

8.- ISOLATED INDIGENOUS PEOPLES

COICA will intensify and will support defense of rights from the isolated indigenous peoples.

9.- TRAINING – INWENT

The organizations member of COICA, decide:

A.- The Amazon organizations abstain of indicating students in the current convocation that does Inwent -DED.

B.- That it stops the training current program until a new institutional agreement with COICA was done and that thus allows a true formation inside a period of 30 days.

C.- COICA seeks other academic institutions in national and international level for the formation and training.

10.- DECLARATION OF THE INDIGENOUS PEOPLES RIGHTS APPROVED BY ONU

A.- COICA and ITS organizations members, will apply and we will exercise the rights of the Indigenous Peoples approved by the Assembly of the United Nations, of 13 of September 2007.

B.- That the State and entailed Governments of the Amazon Basin , include in their Constitutions and laws the Rights of the Indigenous Peoples Approved by ONU.

C.- COICA with the United Nation system and the National State , jointly with its members, impel the diffusion of these rights by the indigenous peoples.
