Resolution of the Directive Council corresponding to the month of May in COICA facilities
PRONOUNCEMENT OF CDC SECOND REUNION
Before the legal call according to the operative statute , article 25, literal d, the superior mandate of the COICA´S associations, in office of the central headquarters there will be the COICA´S Directive Council from May 15 th until May 17 th 2006 .
Once the attendance to the meeting was confirmed, we had the news that some important collaborators would not be able to come. Will not be able to show up the Human Rights Coordinator, politics and from the Social Sector. Despite they will not be at the meeting they support the resolution taken by the other co-operators and assistants.
Egberto Tabo Chipunavi , General Coordinator; Rosa Alvarado Tanguila Vice Coordinator; Diego Alban Escobar Guzman Territorial Defence Coordinator and Haroldo Andres Salazar Rossi Education, Science and Culture Coordinator.
In the meeting was attended relevant situations related to the administrative functional structure,operative plans, and agreements with the cooperating organizations amongst other institutional political topics.
After an examination of all the themes, the majority agreed on the following:
COICA´S INSTITUTIONAL And ADMINISTRATIVE FUNCTIONAL STRUCTURE
FIRST : The Directive Council decides to design and structure the reengineering of process
In order to have an effective tool to help in an organized and efficient ways the programs

SECOND : COICA is an intangible and independent Organization conformed by indigenous organizations of the Amazonian river basin of Peru , Ecuador , Colombia , Venezuela , Bolivia , Brazil and Surinam
Moreover, are represented in the international spaces of the European continent, Asian, Africa, Australia , in protection of the rights of the indigenous Nations, to which the member organizations can take part in the internal matters of the Organization.
In the case of APA and FOAG, the Directive advice it to keep the resolutions taken beforehand and defines in maintaining according to the taken resolutions previously and defines that it happens to the instances of the Council of Coordination of the COICA.
THIRD : The terms of reference of the established personnel are of total and immediate application, being of sequential slogan for the later managements or directories, to aim and prevent and to maintain the efficiency and effectiveness of the human and financial resources for the institutional and administrative functional dynamics of the COICA.
FOURHT : COIA´S communication policy will be based on three main targets:
Speech, Merchandising Corporative and Identity Image The policy of communication of the COICA will be based on three main axes like, Speech, Trade, Identity, and Corporative Image, to which the national and international cooperation will have to insert, to concern and to develop their actions with the development of the projects.
FIFTH : The technicians who serve in the COICA with the finance and are designated by the national and international cooperation, must arrange directly with the political rules of the Institution. In addition all the goods acquired during the time of the project will automatically be part patrimony of the COICA, when the technicians activities conclude.
SIXTH : To design institutional the functional and administrative , establishing the political, strategic and operative programs to guarantee the development of the internal management of quality of the programs and projects.
SEVENTH : To emit official announcements addressed to the different International and National Organizations, Embassies, NGOS, Coperators. Multilateral Organizations.
Regarding and announcing the news and development plus the state of the directory of our Organization in respect of all the work done by us.
Demonstrating the legal recognition of the Ministry of Social welfare of Ecuador and the main actions or programs that make for the indigenous towns of the Amazonian river basin.
ANNUAL OPPERATIVE PLAN OPERATIVE PLAN ANNUAL
EIGHTH : COICA has to plan an Annual strategic and development programme. The Directive Council has elaborated a tactical plan in the long term for the Institution, and includes all the development areas include in the Amazonian Indigenous Agenda.
All this has to be presented in the CCC meeting analyze, and improve it if it is necessary.
AGREEMENT WITH THE COOPERATIVES
NINTH : Until the CCC gathers with the other member Organizations to reach an agreement about the Professional Formation Program by COICA - FLACSO financed by INWENT will be suspended.
TENTH: COICA´S Coordination Council will make an internal evaluation along the members of the Organization, concerning to the implementation of the first cycle of the Project of Institutional Reinforcement COICA - GTZ.
With the outcome of the evaluation, there will be redesign for the execution of the second cycle. This will take place within the framework of the Agenda Indigena Amazonica for each one of Organizations members of COICA.
ELEVENTH: With the resolutions taken beforehand by the CCC, CDC and in the VII Congreso de Bolivia. The General Council confirms and authorize COICA´s General Coorinator to request to Oxfam America the transference of the Economical resources generated by the interests of the Fideicomiso Funds, to continue COICA´s administrative and institutional work.
In addition to transfer the funds as well to the organizational reinforcement.
SEVERAL SUBJECTS
TWELVTH : To authorize to the General Coordinator the ordinary call for the meeting of the COIA´s Coordination Council, with emergency state to solicit the resources to the German Technical Cooperation of the Project for the Institutional Reinforcement of COICA-GTZ. Discuss with the members about the place where the event would be made from the 15th to the 17th of June 2006 .
