Mr. Mrs. Chancellors and / or representatives:
We know that living seems impossible, to accept the differences is every day further away the declarations are made not to be materialized, but we still have hope in justice and that all those violators will be condemned for their crimes and that we all can live free and in peace.
The Indigenous Organization from the Amazon Basin Coordinator – COICA, auguries you to keep on defending the principles and human values and we take advantage of this opportunity to express our vision, worries and suggestions as amazonic indigenous nationalities.
We have considered the participation of the civil society to be important, even though we don’t feel represented in this social sector, that’s why we suggest the OEA to take into an account it it´s structure our insertion as indigenous nationalities, through our organizational ways and to avoid the intermediation of the benefactors of the indigenous topic.
About the social development topic and the democracy in front of the corruption incidence, our vision is, that the development is to generate dignity and justice; the democracy is that all of us were part of the ones who make the decisions and; the corruption is not a privilege of our countries or of our structures, it’s origin is in those that above the moral principles, living from the misery created by themselves strengthen the corruption as a way of diary survival. Besides, lots of bilateral organizations which serve to determinate countries, have developed a modern corruption system the “informs or consultations, it’s gobernability model”, which corrupt our countries governments, subordinating us in economic and military ways in the name of the democracy.
It is common knowledge that the topic regarding the human rights is the most critical and least important in all the governments, economical enterprises and even for the human rights organizations themselves. In our case, as indigenous nationalities, we have seen the violation of our territorial, political, economical, social, cultural and spiritual rights, besides we have suffered continuous racism, discrimination and systematic elimination.
The human rights are so vulnerable that for us to defend our life, sovereignty and heritages are crimes, but the wars are legal. For us the terrorism is not only to make cars or buildings blow up, it’s mainly to invade countries, torture, murder thousands of children, women and edged people, innocent and defenseless ones, the threat to democracy isn’t “us” as indigenous nationalities, or Fidel Castro, Hugo Chavez, Lula Da Silva. The threat to the humanity is when judges are bought to get to the presidency and bombs and other weapons are used to generate incomes. If in case these weapons are in Iraq, Venezuela? Not, but they have oil, lots of oil!
In the case of the project of the Indigenous Nationalities Rights Declaration, we suggest that the governments accept and give the conditions for an analysis process and proposals made by us, concluding two stages, one indigenous proposal and other one for the approval for the states.
