Report of the XXI Council of Coordination and XXVI Directive Council of the Coordination of Indigenous Organizations from the Amazon Basin COICA
The Council of Coordination - CC and the Directive Council of COICA, gathered in the COICA Office, located at Calle Sevilla N24-358 and Guipúzcoa, Quito- Ecuador; the General Coordinator of COICA in their greeting of his functions and attributions established in article 25, literals (d); and, (e) the Current Statute of the Coordination of the Indigenous Organizations of the Amazo n Basin COICA; has called an extraordinary meeting of the CC and CD of COICA for the 28 and 29 of February, 2008, with the following agenda:
1. Report of the activities of Egberto Tabo Chipunavi, General Coordinator of COICA for the period that goes from december 2007 to january 2008;
2. Report from the (9) Presidents or its delegates of the Coordinating Council of COICA, for the same perio d
3. Investigate, analyze and take action for the participation in the Amazonian Forum;
4. Investigate, analyze and take decisions for the participation in COP9;
5. Support the Isolated Indigenous People, in the defense and legalization of its territories.
6. Get information about ACTO, Amazonian Parliament and the Permanent Forum of the United Nations for Indigenous Issues;
7. Get information on the Initiative of Infrastructure in South American IIRSA;
The following people participated: Mr. Segundo Alberto, Pizango Chota President of the Interethnic Association for the Development of the Peruvian Amazon ( AIDESEP ), Saúl Puerta Peña, Vocal Juan Reátegui Silva, Technical; Agnelo Tenrite Wadzatse Representative for the Coordination of Indigenous Organizations of the Brasilian Amazon ( COIAB ), Sebastián Machineri, Technical from COIAB , Delio Firmo Alves, Técnico; Valentín Muiba, Representative for the Confederation of the Indigenous Communities of Bolivia (CIDOB), Jorge Gabriel Furagaro Kuetgaje President of the Organization of the Indigenous People of the Colombian Amazon ( OPIAC), Casimiro Cabrera, Responsible of Natural Resources and Maria Victoria Muñoz, Technical; Ninfa Tividor, President of the Organization of the Indigenous people of Amazonas (ORPIA), Alirio Tividor, Responsible of Natural Resources and Miguelina Laday, Technical; Nardo Aloema Renardo y Leon Ericsson Winjgaarde, Presidents of the Indigenous Organization of Surinam ( OIS ); José Aviles and Domingo Ankuash Presidents of the Confederation of the Indigenous Nationalities of the Ecuatorian Amazon (CONFENIAE).
The members of the Directive Council, Mr. Egberto Tabo Chipunavi, General Coordinator, Rosa Maria Alvarado Tanguila, Vice-Coordinator, Antonio Marcos Alcantara de Oliveira Apurina, Coordinator of the Human Rights Area, and Sociocultural and Educative Areas, Diego Ivan Escobar, Coordinator of the Territories, Environmental Issues and Biodiversity Areas, Haroldo Salazar Rossi Coordinator of the Politics, Indigenous Issues and State Areas.
Did not attend: General Coordinator of FOAG , Apolinaire Franck; President of APA Tony James ; José Gregorio Mirabal, Coordinator of the Economic Cooperation and Natural Resources Area . They all justified their absence and support the decisions taken by the CCC and CDC.
Special guests also participated: members of GTZ, TNC, Permanent Forum of the United Nations for Indigenous Issues, ACTO, Amazonian Parliament, Amazon Alliance and the Bolivian Embassy.
THE FOLLOWING AGREEMENTS WERE TAKEN
All the designations of COICA representatives are competent to work with the various public and private institutions, allowed by the Board of Directors through internal procedures (consultations, broad calls, and designation).
Designations of COICA representatives for the Permanent Forum of the United Nations for Indigenous Issues, OEA, CAN, ACTO, Indigenous Fund, CBD, CAF, etc, must be duly authorized by the CDC. If these agreements are not respected, their representation will not be recognized.
We reaffirm the unity of indigenous peoples to support the process of strengthening and consolidation of COICA .
CCC Requires the immediate transfer of the interest generated from the years 2004 to 2007 of the Trust Fund to COICA between 30 days. It was also agreed to request the final transfer between 180 days, authorizing the General Coordinator of COICA to manage legal procedures.
The CCC supports the CDC to subscribe a new convention of cooperation between the ACTO and COICA, among other entities, to implement the programs and projects according to the Indigenous Amazonian calendar. The CDC will report on a regular basis its progress and achievements.
The CCC demands for technical cooperation - national and international financial, in order to manage the resources the programs and projects of COICA in a transparent manner.
The member organizations of COICA will not participate in Inwent´s DED´s call, until the internal problems of full participation of COICA in decision-making and control of the Regional Program on Sustainable Management of Natural Resources and Peoples' Rights are made.
IIRSA is an expansionist project that breaks the ecological balance, and hence instability of the indigenous peoples in the cultural, social and spiritual aspects; we demand to national governments and Private Banking to lay down all projects that generate negative impacts on the territories of indigenous peoples in the region, as well as the environmental and social studies.
The Coordination Council approves the General Plan of COICA presented as a tool for the CDC, in its political, administrative and technical aspects.
That the public and private instances, the cooperations and others, respect the decisions taken by the bodies of COICA as well as we request the cooperation that include the General Plan of COICA and the strategic plans of the member organizations, among their policies.
To resume the work of the various programmes and projects funded by the cooperations with COICA and its member organizations, within the already established conventions .
For the specific case of the Amazon Alliance, the CCC, demands the return of its management and the re-establishment of the technical team of COICA, and also to get the leadership concerning the policies of the rights of indigenous peoples in the international field.
The CCC authorizes the CDC, to lead the representation and effective participation in the process of tracking the mega project of IIRSA, and makes a call to the national organizations to organize events, workshops and meetings in areas of influence of this program.
Every activity of programme and project implementation should be carried out in an institutional form, through the national indigenous organizations, members of COICA.
The CCC demands the national governments to respect human rights, indigenous rights and the unrestricted individual and collective life of peoples in voluntary isolation and initial contact.
Finally the CCC and CDC invites all NGOs and cooperations, allies of the indigenous peoples, to join the efforts of COICA in strengthening the COICA and the defense of the collective rights of the indigenous peoples in the Amazon basin
