Declaration of Quito on the Colombia Plan
Forum the International "Impacts of the fumigations on the cultures tipificados like illicit and the armed conflict. Answers of the amazonian indigenous towns of border".
The indigenous towns amazonian transfronterizos of Colombia, Ecuador, Peru and Venezuela, represented by the indigenous organizations, Coordinating of the Indigenous Organizations of the Amazonian River basin, COICA, Organization of Indigenous Towns of the Colombian Amazonía, OPIAC, Confederation of indigenous Nationalities of the Ecuadorian Amazonía, CONFENIAE, Association Interétnica de Desarrollo of the Peruvian Forest, AIDESEP, Indian National Advice of Venezuela, CONIVE and Indigenous the National Organization of Colombia, ONIC, reunited in the city of Quito.
We considered and we solve:
That, assuming that the armed conflict is not born of the necessities nor I interest of the indigenous towns, We solve the firm decision of not being considered like actors of the conflict armed internal in Colombia, nor in the neighboring countries.
Considering which the solution to the conflict armed internal in Colombia is due to give by the route of the political negotiations, we solve the conformation of Mesa of Indigenous Towns at international level with the purpose of defending the life, the autonomy and culture of the indigenous towns.
What, before the direct incidence of the Plan Colombia and the conflict armed in the amazonian towns, we decided:
To fully reject the application of the Colombia Plan, because this one affects directly against the life of the indigenous towns. The reinvindicamos indigenous towns our "Greater" Right to the cultural identity and the autonomy like towns, and in this sense, the indigenous territories must be recognized like such. The Principles are due to respect of:
Imprescriptibilidad, Inalienabilidad and Enajenabilidad, that right fundamental are already recognized in the national legislations and the international instruments.
Therefore, to the actors of the armed conflict internal, we raised "Respect", by these fundamental rights of the indigenous towns and the neutrality like indigenous towns. We supported the presence of the Indigenous Towns of Colombia in Mesa Nacional de Paz.
To promote the fortification, the unit and the solidarity of the indigenous towns where it prioritizes the confidence, the sincerity, the coexistence to avoid the service of the natives to the armed social conflict.
To promote the dialogue with the actors of the conflict to define that the natives we are active part of the national society. To unify the amazonian indigenous organizations to spread the facts that as resulting from occur the social and armed conflict.
For the effect we set out to create a Permanent Commission integrated by the representative indigenous organizations to design, to evaluate and to make pursuit before the States, where it is possible to be shown to the position and thought of the indigenous towns. To maintain permanent encounter and international meetings like support to the initiative given in this first forum. To involve to all the social (been, civil, religious society, black communities, colonos actors, and natives) in the formation of a support equipment and pursuit. In front of the displaced natives affected by the fumigations and the conflict armed internal in Colombia, we raised the establishment of "Programs" of attention in the Receiving Municipalities and Indigenous Town halls, in coordination with the respective indigenous organizations on the base of the definition of a policy and own strategy of the indigenous towns.
That, in relation to the impacts of the Fumigation of "the Illicit" Tipificados Cultures like in the Territories and Indigenous Towns Amazonian, we demanded the national and international support to resist the effects caused by the Colombia Plan, so that we considered that the fumigation is a vicious circle that single it tries to end the natives and the amazonian biodiversity. In this sense, we demanded that it is executed, is fulfilled and the Mutual Agreement is evaluated Root by Root, signed between the Colombian Government and the indigenous towns of the Department of the Putumayo, before the resumption of the following fumigation.
We raised one veeduría international for the fulfillment in this Agreement. Considering that the implications of developed the internal war of Colombia in the zones of the Border International, directly affect the indigenous towns that we lived there. Therefore, we decided:
- To make organizational works front to the States to defend the established rights of the indigenous towns within the National Constitution of each country, in addition to the recognized ones in the different international instruments.
- To look for mechanisms of identification of the sheltered natives determining the town and place from which they come, trying to be guaranteed by its respective organizations.
- To establish communication mechanisms, to obtain and to offer truthful and concise precise data, to avoid the communitarian destabilization.
- To name native and independent leaders with the conviction to defend the indigenous rights.
- To manage before the competent authorities the protection of the territories that are left by the indigenous towns, like possession guarantee on the earth that traditionally occupy.
- To support the fortification and recognition of the indigenous authority. As opposed to to demand before the States the participation of the indigenous towns in the processes of negotiation the social and armed conflicts.
- To coordinate mechanisms to the interior of the indigenous territories to avoid the establishment of new cocaine cultures.
- To create a strategy of peace for the provision of attendance adapted for the indigenous victims of the conflict armed agreed with the principles of the Right Humanitarian International and the internal legislation of each country, that includes safe and compensation, physical and psychological rehabilitation, among others.
Finally, the organizations of the participant indigenous towns of this event, we solve to make the following Forum in the month of October of the 2002, in the city of Iquitos - Peru, with the purpose of evaluating the process and of continuing with the definition and execution of the strategies for the defense of the rights of the indigenous towns.
