DIRECTIONS FOR COOPERATIONS
Introduction
The process of joint and structuring of the indigenous movement in the molds western, occurs from the Eighties, period of constitution and mutual recognition. In case of the COICA, the first step was to recognize itself like part of a same sociocultural universe, of identity and diversity like towns and from coordinating actions there, interchanging experience, to articulate the national, regional and international processes and to do but the difficult thing, to give concrete answers as much to our necessities and at the same time, to take care of the external agenda with our vision, that to have a structure organic was fundamental and thus to cover the political spaces that were opened around amazonía and to we ourself. Like collective actor in Latin America, the COICA assumes that challenge that already lasts 21 years, which makes possible to interact with different actors and to obtain political advances, social, legal and guarantees of our rights in all the State of the region. It is from that experience developed in ample spheres that we felt comfortable to present/display to the members of the international cooperation the pertinent directions for a joint performance in the next decades. Before everything, we want to leave registered our recognition the international cooperation that has made possible these years, our political presence in the national and international scene. The aids to the organizational fortification, the internal joint made possible so much, as the incidence in the international scope, well as accomplishments of campaigns and denunciations on the situation in which we centered ourselves. Nevertheless, in the diagnosis Nineties, of the BM, they indicate that we like indigenous towns, are the human group with smaller entrance and in situation of extreme poverty. We were poor, little developed and our economies are based on exchanges and subsistence, conditions that demand urgent actions and the international community this in conditions for contributing for the change of this reality. The relation that before was direct and destined to the institutional fortification, happens to be directed to the ONGs of technical consultant's office and "the productive" projects. "Our then poverty", moves million of eurodólares of the north to the "defenders of the Indian" of all parts. In the decade of the projects, we need greater profit to the increase of the standard of life; the respect to our identity; protection of our cultures, espiritualidad, territory and of the atmosphere the one that we lived; exercise of our rights (COICA/AIA, 2004: 25) benefits yearned for by the intermediaries, which we saw was the extension of the dependency of manufactured products and the resources external for the activity, even communitarian; they extended experts in nonindigenous indigenous subject and spokesmen; internally in the communities, the production that before was to supply the social group, happened to be to supply the market. Pitifully, our "allies" watched to us, but never they were able to see our lives and to respect our process of social and economic unfolding. In the decade of the projects, our communitarian lives were watched like idle and that idleness the cause of our material poverty, therefore the goal was, to return to us in the smaller space, productive beings, inseridos in the consuming market - the only one that offered greater advantage and more entrance. But, that task was not ours, éramos "incapable" and we needed technical consultant's office and thus we were invaded by a group of people who never had been with us and happened "to teach to us". The communitarian productive projects were multiplied and the commercialization cooperatives, everything was communitarian from the small farm to the storing center. Those intermediaries, still follow present in our territories: the Anthropologists in search of information for its theses; the missionaries in search of faithfuls for its beliefs; the companies of all the branches in search of products and manual labor; the State in search of contributors and the ONG in search of justification for its ideologies, projects and seats of work, all with a point in common, financed by the international cooperation and with the justificatory one "to defend to us". We are not against anybody and of its workings, because we are not against the development, nor either to the investigation the discovery of new alternatives of continuity for the humanity, but want that these respect our form of life, our sociocultural diversity, our wisdom, our existence and our sciences. In this sense, the concept and the practices of the call "sustainable development", "development with identity" or "etnodesarrollo", do not include the vision suitably that ancestrally we have practiced material and spiritually. The present development, is not sustainability, is rather a mercantilista system, of ex- plotación humana y ambiental, la sostenibilidad humana y ambiental deberá ser el horizonte de las políticas y acciones de nuestros dirigentes, de los gobiernos, de las empresas, de las agencias de cooperación, de las iglesias y de las ONGS, teniendo como fin, la eliminación de la pobreza y no solamente su reducción (Manchineri, Sebastião Haji 2003 1,2) Afirmamos que la Cooperación Internacional asume un papel fundamental en el apoyo a nuestros planteamientos, pero debe a partir de entonces a escucharnos y entender que nuestro sistema y visión son otras, por lo que es necesario flexibilizar sus reglas y criterios, respetando nuestras demandas como actores directos de su cooperación. El acumulo de experiencias y lecciones en estos 21 años nos permite orientar y decidir nuestras acciones, que hemos construido colectivamente, superando desafíos, conflictos, y pese a la dificultades financieras, afirmamos nuestra institucionalidad y existencia como actores de nuestro propio destino, inspirado para seguir adelante y orientar aquellos que desean seguir con nosotros. En esto sentido, elaboramos estas orientaciones para guiar las acciones hacia nosotros y atender nuestros intereses y garantizar nuestros derechos. La cooperación internacional técnica o financiera es bienvenida, desde de que sus practicas verdaderamente respeten nuestros derechos, cosmovisión y sistemas, que contribuya para la garantía de nuestros territorios, nuestras existencia como pueblos que somos y que seamos fortalecido político, social y económicamente como actores de nuestros actos y decisiones. O sea tenemos necesidades, pero también potencialidades, dignidad, es por este camino que queremos seguir como constructores de nuestra morada, y los actores comprometido con nuestros ideales incluyendo la cooperación son nuestros aliados en esto caminar, elevando el nivel de confianza, transparencia y respeto mutuo en una relación directa. Para alcanzar estos niveles, es importante tener en cuenta las siguientes acciones:
